West Sussex Fire and Rescue Service attended the incident on Worthing seafront on Sunday, September 14, at 3.28pm.
An aerial ladder was used to bring the person to safety.
Worthing Borough Council has now confirmed the incident was caused by an electrical failure and the attraction will remain closed while new parts are installed.
A spokesman for Worthing Borough Council said: “We would like to thank West Sussex Fire and Rescue Service for their swift response in getting the person to safety.
“The operator has been investigating the issue, which is believed to have been caused by a problem with the electrical supply. Our teams are assisting with the review to ensure the fault doesn’t reoccur in the future.
“Following the electrical failure, the attraction’s safety mechanism successfully came into effect, and securely locked the wheel to enable the customer to be safely recovered by emergency services.
“The attraction will remain closed for a few days while the operator arranges the delivery and installation of new parts.”
Worthing Wheel is due to leave the seafront in the autumn as is routine.
