Work building flats at empty Norwich building to start

Kerslake Construction will start redeveloping the curved property on the corner of Queens Road and Ber Street in April into four flats.

Plans were first lodged in 2022 by Catherine Youngs, who owns Lion Properties.

But, they were delayed by Norwich City Council due to nutrient neutrality – a policy which ensures housing developments do not add to nutrient pollution in protected areas.

The scheme was approved in November 2025, after Ms Youngs submitted papers showing she had bought credits to offset the nutrients caused by the development.

A spokesman from Kerslake Construction said: “Work is due to start in the middle of April, weather dependent.

“We have invested around £600,000 into the site.

“It should take around five months to complete.”

Signs have gone up warning vehicles parked outside the building that fencing will be erected at the site so the project can commence.
