The first application was for a house in multiple occupation (HMO) in Seal Road, Selsey.
The house had been used as accommodation for staff from neighbouring Conifers Rest Home, which closed in 2023, and for those working at the Old Malt House care home, elsewhere in the town.
The plan was to block off the single-storey link joining the house to the former rest home and to change its use to an HMO for three people.
The application was refused by the council in February and the appeal from Family Care Co Ltd was dismissed on Tuesday (December 16).
A report from Inspector LJ Evans said a marketing campaign should have been held to find out if there could have been another use for what was seen as a community facility. No such campaign was undertaken.
The second application refused by the council was to build a detached two-storey house in Plaistow Road, Loxwood.
It was refused in April for reasons including the fact that it would be outside of the designated Settlement Boundary and would result in “visual harm to the established rural character of the area”.
A report from Inspector David Wyborn said the location, land use and the amount of development “would not be acceptable based on the harm to the character and appearance of the area”.
The final application was for the demolition of a house in The Street, Graffham, and its replacement with a new home.
The plans, which included the installation of a pond and ha-ha – a sunken boundary ditch with a wall – were refused in November 2024.
The South Down National Park Authority said it would result in a “dominant and incongruous form of development” which would be out of character with the area.
A report from Inspector David Prentis said the application would be contrary to the development plan. He refused it on December 12.
