Transport bosses said water leaks and structural problems forced the closure of the facilities at Leeds City Bus Station.
A West Yorkshire Combined Authority (WYCA) report said work to reopen the toilets was planned ahead of a bigger project to secure the building.
Plans were delayed after it was found that damage to the York Street building was worse than expected.
The report said: “Initial plans required to complete the work underestimated the amount of damage to the facilities.
“Only upon removal of wall surfaces and tiling did it become apparent that more extensive and hence time-consuming repairs were required.”
WYCA was working with a contractor and it was likely the toilets would be back open in December. The report said: “Current cost estimates for the work stand at around £100,000. ”
WYCA was also looking to secure longer-term funding to fix the bus station roof.
Options ranged from minimal repairs at a cost of £1.9m, spending £4.4m on replacement glazing and gasket sealing, to a full roof replacement worth up to £11.1m.
The report said: “The preferred option is currently the medium level of intervention and investment due to affordability and deliverability.”
Plans were expected to be finalised early next year and building work could start in the summer.
